If you blow air in that hole in the block I'm pointing to, the only places it comes out are the squirters.
The end of the balance shaft is d-shaped. It fits into the d-shaped hole in the pump. The thing with the d-shaped hole is a gear-type pump, and works with the gear that goes on the...
If it weren't for this aux pump run by that shaft, you could just not run a balance shaft belt.
You can see 3 bolts that hold the body of that smaller pump there on the backside too.
I'm not making this stuff up, I swear!

Here's an oil pump. You see the upper hole I'm pointing to? Balance shaft goes through there. The pulley for the shaft runs that shaft you see below my finger, it's all geared together.

This is true. But the 'lower' one also runs an auxiliary oil pump. Which squirts oil at the underside of the pistons.
So it is not required but it for sure helps things stay cool.

Sounds like you're on the right track. There is a high pressure and a drain line for the vacuum pump on the back of the alternator. You will most likely see it spray from pressure line, and dribble\run out of the drain line. Not to say it won't be a significant dribble.
