94 L400 Diesel hesitation up to 1200 rpm even in park

When I rev the engine it sputters and sends a lot of white and black smoke out even when it is warmed up until around 1200 rpm when it runs just fine. I deleted the EGR to eliminate that being the source of the problem but now I am stumped as it is still happening. Could this be the throttle...

    Colorado EGR

Nomadic hooked it up with an EGR. I have since passed emissions and deleted the van again. If anyone needs to borrow my EGR for passing emissions you are welcome to. I'm up in evergreen and can help install if you need!

    Oil leak after emissions test

Ok it is coming from the passenger side of the oil pan from above it. Checked the back of the head it's not the half moon or rocker seal. What sits above the oil on on passenger side?

    Oil leak after emissions test

Sprang a leak cause of how hard they ran my delica during emissions. I passed thankfully but noticed immediately after oil dripping down the oil pan from well above it. Can't get a good view of what might be leaking from a 60mph test but imagine a hose cracked. Any thoughts?

Colorado registration in 7 "easy" steps (including emissions!)

Adding to this USAA actually offered me full coverage on it. I told them it was a minivan and that it didn't have automatic seatbelts which is true. I have it insured fully at a value of $15k now. For emissions I know it's better to not test at altitude but it's $68 in conifer and they will test...
