I have the locker installed in diff and van is reassembled and driveable. Currently I am installing the air compressor. Once compressor is mounted I will wire it up and locker should become operational.

Thanks for the explanation. I am starting to believe this transfer case is better than its successor. No ECM is appreciated in my book, one less trail failure re drivetrain.
Generally in this kind of system an ECM provides the grounds to activate the solenoids. This is how electronic fuel injectors work also. Find the ECM and check it for power and grounds per the wiring diagram. If there is a problem at the ECM the system will not ground the solenoids.
While watching my engine run from underneath crank pulley I now see that your fan damage can easily be caused by crank pulley out of position.
Could you post a photo of broken pulley. I want to see what a broken one looks like.

How many miles on your engine. I wonder what contributes more to failure, old materials (the bonding agent in pulley) or mileage, how much vibration it can take.
These vans are OLD, the refrigerant system is having strokes. Black o rings not as good of a material as newer green O rings made of hydrogenated nitrile. Change all the O rings you can access while system is empty. Otherwise you are looking for repeat failures.

Looks too high relative to water pump center to be contacting crank pulley. Bearing number is usually stamped on bearing.

Remove the idler pulley from adjuster bracket. 14mm nut. Check the bearing. If it is not smoot and tight replace it. they press out and in fairly easily in a bench vise.
