I wanted to add this to the plethora of areas that water can get in. The holes on this front panel open into the cab. It seems like the 5 plastic insertion tabs originally had a small gasket. Mine only had one left so I applied a bit of gasket maker to each tab.

Hey Steven for sure but that area is dry so I've narrowed it out, after taking out the AC compressor mount I've pretty much determined that its the front upper case gasket.
Another pic after I took off the belts and front covers. You can see the mess in the bottom right. The empty holes are for the AC tensioner bracket. Orange permatex from a prior owner is surrounding the entire oil pan.

I'd say could be all the above, my heater would lose power intermittently as well. It ended up being the 20Amp fuse shorting out from water getting into the cab from the front cheeks. A notoriously wet part of the van.
