Engine Swap in GTA/Canada?

Hey all, I am from Toronto and recently became an owner of a '94 L400 diesel LWB. I love it. The van is perfect in terms of space, performance and look. However, I haven't been able to get the engine to start in the Canadian winter and my mechanic is telling me that it has low compression. He says the only way to really fix it is an engine rebuild or swap.

Because it is quite hard to find a good condition LWB, I am inclined to consider fixing it...does anyone have a recommendation or referral to a place that would do L400 diesel engine rebuild or swap? I am willing to travel so it can away from the GTA.

p.s. I am asking for an estimate from my current mechanic but he is really busy so doesn't really want to take on the job.

Way over on the west coast in BC there is Coombs Country Auto and Rising Sun Imports. Both know Delicas well.
