Kettle boiling sound with turbo boost on JB470. Help!

Took it to another shop locally since I ran out of ideas. They strongly suspect the turbo as the source - the turbine appears to be scraping the housing ever so slightly. The original shop deleted the water cooling to the turbo (did not realize this until I picked it up). The sound started the next day after I drove it about 4-5 hours from the shop (and did not let the turbo cool down for a minute at idle since I didn't realize it was no longer water-cooled). Is it possible that could have caused the turbo to overheat and led to this?

Regardless I'm looking for a new turbo, if anyone has input on the best place to get. And what parts I could reuse versus need to replace when pulling it.
