That controls A/C idle. The part that it's connected to on the injection pump pulls the throttle a bit to increase the idle speed when the A/C is engaged. Other side of the solenoid should go to the vacuum pump behind the alternator

Agree with @sk66. Unless there's a leak it's probably a master cylinder seal that failed. This can occur if you've got old fluid with lots of contaminants in it. When you are changing pads you force nasty contaminated fluid from the calipers/lines back into the master cylinder. An easy test for...
