Diagnosing poor hand brake performance

Flushed my brake lines today (it's been a while..) and had another go at adjusting my hand brake. I adjusted the rods in the drum, but I've ever had much luck with getting proper hand brake performance with it.

I wondering if the rear/secondary cable gets stretched on these or whether it's just that my drums and shoes need replacing (which they probably do anyway)?

I know of course I can also adjust it in the cabin, but I never seem to be able to get it to come on well enough.
 
Adjusting it in the cabin is probably the way to go. The cable itself may be rusting/seizing in the cable casing though. Mine is completely solid and wont budge at all, new one is in a box on my bench where it is safe from rust! :p

Thanks, but yeah.. Adjusting it just in the cabin isn't going to cut it in my case, at least my cable isn't rusty tho!
