Importing from Japan to Long Beach, California - temporary operating permit?

Hi all.

Our L400 is arriving to Long Beach this week and we're still unclear about getting a temporary operating permit. We've read all the threads and have these questions. Thank you to @Porkcutletfritter and @delibruh for the help so far!

Our objective is to get our van registered in California. We are (somewhat) clear on how we will attempt the registration, but are unclear about the immediate steps to first get it registered out of state.

1) Which state would be the easiest for us to register online? We're willing to drive to Arizona if that's easy, but do we need proof of residence? Does North Dakota require anything or can we easily do the whole thing online?

2) Temporary Operating Permit: Does anyone here have experience obtaining a temporary permit so you were able to legally drive in California until your out-of-state registration kicked in?

3) General advice for receiving the van from the port: We have pretty good instructions for the port day, but any tips/advice from someone who had done this is welcome!
