No, although I believe early models had a connecting pipe.

I believe the thinking is that larger road debris will drop out before entering the filter...

nothing missing. Air is forced in through the lower pipe, dirt and debris "pre-filter" and fall out below. air is sucked into upper pipe and then goes through the filter before heading to the turbo. All good.
