4d56 engine losing power

My rig was parked outside for about 2 months. The other day I took it for a drive, the engine starts no problem but loses power at about 2,500 to 3,000 RPM. I am thinking it is fuel starvation, but i want to check here. I cracked open the injectors and diesel fuel is shooting out the pressure looks good. The water/fuel separator light comes on when i turned the ignition on. I open the drain at the bottom of the water/fuel separator filter, no fluid came out. I also open the gas cap in case it is a venting issue. My next move is to change the water/fuel separator filter. I am wondering if there is other thing that i should be doing. It was running find before i parked it for 2 month. It has been raining here in Los Angeles. Thanks

That's a sign of problems, you should have fuel (or water) flowing out. Change the fuel filter and try again.

I will change the fuel filter. It starts everytime this only happens at high Rpm. Also I just realize I don’t hear the turbo winding. Thx I am out of town now, I will work on it on Monday. Thx
 
I replaced the fuel filter and air filter. Engine is running better but it still misses at 3000 rpm and higher also some white smog at higher than 3000 rpm. Also I don’t hear the turbo whining but it does produce boost.
