California CHP VIN inspection tips?

Hey all,

I have a ‘92 diesel Delica currently registered in Oregon, and I have been working with a 3rd party registration place for 7 months to get it registered in California. Finally through the DMV but they are requiring a CHP VIN inspection. Anyone done this before? What are they looking for exactly? Anything I should do to prepare? The appointment is this Tuesday (Aug 13th). Thanks!
 
Well it sounds like you've been working with level at Pacific Choice auto registration they will do nothing for you do not go to the CHP unless you want to get blacklisted read all posts that have been posted regarding this issue and California there's plenty to read your best choice is to go to a different DMV and pass the paperwork through
 
The way I read the OP, he was already flagged at DMV and told to go to CHP. Not sure if he is still able to go to another DMV. I called several vin verifiers in Bay Area and they all said they couldn’t help me based on my circumstances. Maybe they just weren’t experienced. I got my vin verified at local dmv
 
Once you are sent to the CHP they will refer you to the California air resources board and there isn't any undoing or avoiding it. I just posted my experience in the other thread but thought I should post it here too.

It's past your CHP date so this probably isn't relevant anymore but I went through it a couple years ago. I'm sorry to hear that the 3rd party inspection didn't work out. It's really the only easy way but it didn't work for me either. Some people have gotten lucky and had the DMV just register it but once sent to CHP that is no longer an option. The CHP will require you to get the van certified by the California air resources board (CARB). They will require you to have the vehicle retrofitted with a DPF at G & K auto in Santa Ana. They are the only shop in California that can do it and they know this. They are expensive and difficult to deal with. It cost us something like 4000$ and we had to leave the van there for 6 weeks. I couldn't find anything they did other than weld on a particulate filter so it's a total scam. I'm not sure I would do it all again but we do now have a rare ca registered Delica! Take it home with the stickers and cut off the DPF to get your exhaust flowing again ;)
 
Don't go straight to dmv, set an appt to any chp field office, give the form for vin verification, tell it's a pre 97 diesel (smog exempt)mine was done in Fairfield,CA then forward it to Emily. Doing it yourself will give you a headache and frustration, based on my experience.
 
You need to read all of the posts that have been posted about this issue if you go to the CHP you will be blacklisted once you're blacklisted you cannot get it registered in the state of California it's in the computer without spending four to $5,000 to meet carb requirements and by the way Emily doesn't work there anymore there are two other people that will take your $300 and do nothing
 
I am in the long process of registering my ‘93 Delica Turbo Diesel in CA. I have been to DMV, contacted CHP, sent to B.A.R(Bureau of Auto Repair), sent to CARB and then to G&K for the emissions upgrade. G&K quoted me $7500 to bring it to CA standards. I then, will need to take it back to the CHP to have the VIN verified in order to register it at the DMV.
Any recommendations on registering it in another state? Looking for advice. Gonna keep looking through threads as well.

Hey all, sorry I haven't reported back yet. I did eventually get the van CA registered! Thanks for all your input. See below for my experience and tips:

@4 wheeler is correct in everything they said - follow their advice! Don't use Pacific Choice, they are unhelpful and terrible at communication. They eventually (after ~8 months) got my paperwork through the DMV (making false promises the whole time) and only then told me that the DMV was requiring I go to CHP for the VIN inspection. Pacific Choice said it would be no big deal and not to worry about it. I had read that people were having bad luck at CHP but I figured that since I had a diesel that was already registered in Oregon, maybe it would actually work out.

I didn't know what else to do at the time so I went to a CHP office and spoke to an officer who was surprisingly helpful but still told me I had no other choice but to get the "gray market" CARB modification, through this one specific company that they have apparently partnered with to do this modification (didn't tell me what the company was, whole process was weird and shady). He said that even though my diesel was exempt from regular emissions testing, it still had to be up to spec in U.S. manufacturing emissions standards (not even sure that this is actually true, or just part of the scam). He gave me a phone number to call and after doing some detective work, the phone number was indeed attached to G&K Auto (awful, horrible company, never give them your money!) I got very lucky here because I wasn't flagged at CHP (but from what I have read, you usually do get blacklisted, so DON'T even go to CHP, ever) and I did some research about G&K before contacting them. I gave them false info to stay anonymous and they quoted me $7,500 for the repair. Absolutely not. This entire process is entirely a scam.

I then went to a DMV near me and showed them the registration paperwork I had. They mentioned that it said I needed to go to CHP and I may or may not have told them that CHP "denied" me an appointment because they were "too busy." I said that I already did all of the paperwork and paid the fees, all that was needed was a VIN inspection because it's a short VIN. The woman at the desk said sure, and arranged for me to drive around back to do the inspection. Super easy, guys doing the inspections couldn't find the VIN plate (under the carpet below driver's knees) or chassis stamp (stamped into the metal between the driver door and the driver seat) but luckily I was able to point them both out and they passed the car. I walked back into the DMV and picked up my plates right then.

Hopefully this is helpful. Summary of what I learned:
- Don't use Pacific Choice. They used to be helpful in this process, but times have changed. The staff at their shop has changed (for the worse) and the DMV has gotten tougher on imports. They aren't worth your money. Do the research and go to the DMV yourself.
- DON'T go to CHP. You will probably not get lucky like I did, and your dreams of a CA Delica will be squashed.
- DON'T pay money to G&K Auto. They are bullshit. Don't support their scams. Lie if you have to, anything to avoid this.
- If one DMV denies you, go to a different DMV. Or go back a different day. It depends on who you talk to, and if you catch someone in the right mood or who doesn't really know what they are doing you could be saved a lot of money and stress.
- If the DMV tells you to go to CHP, maybe come back another day and tell them CHP wouldn't give you an appointment. I see no issue with a small lie when the only thing it's preventing is more money in G&K Auto's pocket. Any DMV should be able to do the VIN check. They just don't like to because of weird import rules and/or being lazy. But keep trying different DMV employees and hopefully you will get lucky.

@tjmassey, thanks for posting your experience. I went through something similar though no CHP interaction. The strange thing is I am seeing more Delicas for sale in California from private parties or dealers w/out of state registrations. There is currently a 1993 on BAT for sale in Citrus Heights, CA (Sacramento) with South Dakota plates from a private party. Auction ends in 6 hours and is currently at $4600. I think a lot of folks are getting scared off by registration issues. Probably adds value to the ones that are already registered in CA.
 
The one thing I'm curious about is if someone has a CA registered Delica and sells it to another CA resident. Is there any issue registering a Delica already in the CA system? I haven't heard anyone doing this yet. If there's no issue then there would definitely be a value increase (but would have to confirm from multiple people and it's probably too early for someone to sell their CA registered Delica)

I don't ever plan on selling mine but would be a huge selling point if we knew there wouldn't be any issues re-registering to another owner in CA.
 
@Kyre , from what I understand it should transfer to next owner as it has an existing CA title and is registered as a pre-97 diesel w/o any hoops to jump through.
 
Right, but we live in CA and I won't believe it until I hear it from a couple people that have actually re-registered first.
 
@Kyre - the registration is tied to the vehicle, so theoretically there should be no issue in transferring the title to a new owner if the van is already registered. I just sold mine and it transferred to the new owner no problem. There could have been difficulties on their end that I didn't hear about, however, so I guess we can't be sure until we hear the story from a buyer's perspective.
 
Hello, Ive been looking to get a Delica for YEARS, and im starting to actually do some looking for a van so that some of the "newer" ones are going to be able to be imported. does anyone know if it makes a difference if they are being imported from canada or being brought over from japan? My mom lives on vancouver island, and they are everywhere and i am in love.
