Help with vents/heater please

Hey everyone. I've spent all night trying to research this before posting and I havent found anything.
Delica 1993 L300. My entire ventilation system does not work. I'm getting no heat and no fans going. Before taking off I had a mechanic take a look at it and he said a fuse was blown. It worked for maybe two days and than stopped again. I've checked the fuses and they looked fine. To be certain I changed them and still nothing. Is there a second fuse box I'm not aware of (besides the one under the dash)? I thought maybe a relay perhaps but I've been unable to find the location of that either. A friend mentioned the blower motor resistor? But would my whole system shut down because of that?

Frustrated at what I'm sure is a simple problem!

There is no other fuse related to only the heat. You should be able to check the resistor by setting the blower to max which normally takes the resistor out of the circuit (I'm not 100% that's the case w/ ther delica).

It could well be that the failing resistor caused the fuse to blow, and a new fuse finished the resistor off.
