registration in California

What about it it's registered in California. If I move it to another state, would I have to go through the same difficult process if I chose to move back? Or would there be some reason it would be easier if it were registered in California before?

Hmmm, in that case, there "should" be a record of the car in the CA DMV system and then it "should" not have to re-certify. But, not 100% sure on that.
