What is this tube plugged with a screw?

The EGR is Exhaust Gas Recirculator. It is an emissions-reducing device that kills power and fuel economy. Most of us Deli-heads remove or “delete” it. There is a vacuum component to it that that hose attaches to. You can find a bolt that will fit in the tube snuggly and put a small hose clamp or twist some wire around it tightly to seal it well.
 
Don't get too hung up on achieving a perfect seal, it only has vacuum on it sometimes and a little bit of leakage won't make any difference.
